Notas sobre las IDE de Finlandia

La IDE de Finlandia se destaca por tener un claro enfoque nacional basado en un plan estratégico continuo. En Finlandia se generó una iniciativa muy interesante llamada Estrategia Nacional de Información Geográfica, la cual se planificó y desarrolló entre los años 2005 a 2010 en el seno del Consejo Nacional de Información Geográfica. Dicha estrategia describe los principios, objetivos y medidas necesarios para mejorar el uso y utilidad de la información geográfica. La idea inicial se gestó en el año 2001, antes de la aplicación de la Directiva INSPIRE, y en ella se delineó la estructura de la IDE nacional que se presenta en la siguiente imagen.

En el año 2009 se empezó a diseñar la nueva Estrategia Nacional de Información Geográfica 2010- 2015, cuyos objetivos se centran en generar datos de alta calidad, mejora de procesos, cooperación, investigación y formación.

El geoportal nacional es el Paikkatietoikkuna - Finnish Geoportal la primera versión fue puesta a disposición de los usuarios en 2009 y la gestión está a cargo del National Land Survey (NLS), organismo que continúa desarrollándolo a través de la adición de aplicaciones, servicios, conjuntos de datos y metadatos.

El servicio de catálogo de metadatos es el Paikkatietohakemisto, el cual en un principio era un servicio independiente del geoportal (en 2010 se integró), este catálogo se nutrió de los metadatos recogidos desde el año 1985 para conjuntos de datos a nivel nacional.

Cabe destacar el servicio de visualización de mapas MapSite, creado por el NLS con el objetivo de ser un acceso fácil y efectivo a la cartografía topográfica. Existen dos modalidades: el Citizen’s MapSite en funcionamiento desde hace unos 15 años (con más de 160 millones de búsquedas al año) y el Professional’s MapSite.

El organismo que actúa como punto de contacto con INSPIRE es el Ministerio de Agricultura y Silvicultura, por su parte, el Catastro Nacional actúa como coordinador de la implementación a través de la Secretaria INSPIRE y como responsable de preparar el Seguimiento e Informe. La transposición de la Directiva se llevó a cabo mediante la Ley Nacional de Infraestructura de Datos Espaciales (421/2009), además de la Ley de Información Espacial (421/2009) y la Regulación Estatal de Infraestructuras Espaciales (725/2009).

Al igual que en otras IDE europeas en Finlandia se ha creado una Foro dedicado a tratar las temáticas de la Directiva INSPIRE, en este caso se llama Inspire Network, el cual es un punto de intercambio de información y experiencias entorno a la implementación de la Directiva. Esta red tiene además como objetivo promover la creación y uso de la IDE nacional en los diferentes sectores que puedan contribuir y beneficiarse de esta.

Otro punto a destacar de esta IDE es la publicación Vocabulary of Geoinformatics, que unifica los conceptos usados en el sector de datos espaciales, basándose en ISO/TC211, INSPIRE, ordenanzas nacionales y reglamentos europeos. El objetivo es crear un glosario y la ontología necesaria para la implementación de la IDE.

En el Seguimiento INSPIRE 2009 se informaron 122 conjuntos de datos y 18 servicios de red, en el correspondiente al año 2010 se informaron 125 conjuntos de datos y 26 servicios de red.

The SDI of Finland is known for having a clear national approach based on a strategic and continuous plan.
